Mocking aws seems to be working fine. Currently, it's working for at least half of the setup function in run.py. The problems are going to start coming in when we try to build out tests for Docker since we'd like to test generic-worker.py as well. Haven't thought through a solution yet, but moto has a standalone server mode, which will let us mock an aws endpoint, that we can run outside of docker. localstack looks promising if moto can't get us there.
