Feature Request: Add a way to create instance pools

Currently when using a new_cluster, we can pass a instance_pool_id / driver_instance_pool_id.

But other than creating it using the ui and then using lookup there is currently no way to make a instance pool using DAB.

Can you please add support for this ? Thanks
