I want to fix drag&drop dragImage offset positions

Why the above bug / feature specifically?

It's always been annoying that when dragging elements like draggables in Browsers, applications that report drag offsets, the drag image jumps so that its top left corner is positioned at the mouse position.
I want to create a PR that fixes that.
