process-pr-review skill. Create or update
docs/pr-reviews/pr-<PR_NUMBER>-review/PR-REVIEW.md as that skill requires.
The unified skill exclusively defines finding normalization, dispositions, current-tree
verification, commit-subject citation, replies, resolution order, and completion checks. Do not
maintain a parallel Copilot-only audit procedure. Follow AGENTS.md and use the Committer agent
for all GPG-signed commits.
If the pull request is already merged, perform only the skill's read-only post-merge triage, then stop for explicit maintainer approval before creating a branch, editing files, updating GitHub, or resolving threads. A pre-merge request to process suggestions does not carry across the merge.
