Add fields to idea data model #121

Use Case

At WG meeting we discussed a set of fields to add to the idea data model:

• flagship resources
• accelerator (possibly adjust "program" at the same time
• scope
• expected researcher level (undergrad, grad student, etc)

We also discussed refining and renaming "Next steps" into more comprehensive guide on how to pick up an idea.

Acceptance Criteria

Add to the gatsby side of things, add to the CMS, then decided how to render
