The packages a module filters out go to its -devel module: ipa-server and the other server packages of idm:client, Judy-devel and asio-devel of mariadb:10.11, cockpit-389-ds of 389-ds:1.4. ALBS sent ALTS only the module itself, so ALTS enabled idm:client, and dnf refused to install ipa-server: "All matches were filtered out by modular filtering". Every build of these modules on AlmaLinux 8 had such failed test tasks.

A package that is in the artifacts of the -devel module and not in the ones of the module itself is now tested with the -devel module. That module requires the module itself, so dnf enables both. All the other packages are tested with the module itself, as before, so they still fail if they depend on a filtered out package. Multilib packages are in both modules and stay with the module itself. The artifacts are read from the Pulp database, once per batch of test tasks; if that fails, every package is tested with the module itself.

ALTS needs no change: it gets the module name, stream and version as before.
