[BUG]: AlmaLinux 10 image build failure

Current Behavior

Alma 10 bootc image build fails. Specific output:

kernel-debug-uki-virt.posttrans: error: rpm-ostree kernel-install wrapper: No such file or directory (os error 2)
error: Executing compose install: ExitStatus(unix_wait_status(256))
Error executing command: Command '['rpm-ostree', 'compose', 'rootfs', '--source-root=/', '/usr/share/doc/bootc-base-imagectl/manifests/almalinux-10.yaml', '/target-rootfs']' returned non-zero exit status 1.
Error: building at STEP "RUN /usr/libexec/bootc-base-imagectl build-rootfs --reinject --manifest=almalinux-10 /target-rootfs": while running runtime: exit status 1
make: *** [Makefile:14: image] Error 1

Expected Behavior

Running make image successfully builds an image.

Steps To Reproduce

1. git clone this repo
2. cd into bootc-images
3. run make image

Anything else?

I added:

exclude-packages:
  - kernel-debug-uki-virt

And the problem goes away. I noticed that one of the includes centos-stream.yaml from the standard manifest explicitly calls these out to have them removed within the . For some reason this one is still being added to the list of packages to be installed and causing the build failure.
I have been able to reproduce this twice on 2 separate machines.
One running Fedora 44 and the other running AlmaLinux 9.8.
I have tried 10-kitten once, and it is also problematic.
