   Reproduction:

   get an /obj/item/rcd_upgrade/silo_link and plug it into an RCD. the feature will only work on the same Z level as the ore silo, when it should work anywhere on the ship. (and probably on docked craft too)

   actually I think this was a deliberate upstream nerf
