Gate the requirements registry in CI - #31

Conversation
The audits that shaped this document — counts, uniqueness, test-target resolution, dependency closure, shall-modality, kebab identifiers, bibliography citation census, anchor uniqueness — ran by hand. They now run on every push and pull request touching the sources: a Ruby stdlib-only script (no dependencies) verifies the registry in seconds, negative-tested by breaking a fragment id and confirming the gate fails. Current state: 14 classes, 117 requirements, 117 tests, 44 cited bibliography entries.
