Docs-only follow-up to #28.

• Release ledger: add rows for Consolidate project guidance and reconcile documentation history #27 (project guidance consolidation) and Retire the Jekyll sources and consolidate the static assets #28 (Jekyll retirement and asset consolidation), both with their successful Pages runs.
• Design change record: add the Retire the Jekyll sources and consolidate the static assets #28 publication receipt — merge commit, deploy run, cache-busted live checks (pages and images, including retained-but-unreferenced assets), the branch housekeeping done in the same session, and the follow-ups agreed with the owner (content consolidation under web/content/, UI copy extraction, image-reference check).

No source, content or configuration change; the site build is unaffected. gh-pages removal and the emergency-publishing consequence are already documented in web/CUTOVER.md from #28.
