What does this PR do? What is the motivation?
Adds a Custom Rules page to the IaC Security documentation that explains how to create, clone, test, and publish Rego rules using the resource-index authoring model. It documents typed resource selection, structured finding paths, scoped resource correlation, and the in-product rule editor workflow.
