What does this PR do? What is the motivation?

Fixes DOCS-15057, DOCS-15058

App and API Protection (AAP) is moving from unsupported to Preview status on the US1-FED (gov) site. This PR:

  • Removes the "not supported" banner for AAP on gov across content/en/security/application_security/ and content/en/getting_started/security/application_security.md
  • Adds a Preview banner on gov, matching the pattern used on App Builder
  • Keeps the existing unsupported banner in place for gov2

This isn't a great way of doing this. I may look into an automation for this

Fixes DOCS-15057, DOCS-15058

Adds an application_security_override key to unsupported_sites so
gov no longer shows the unsupported banner for App and API
Protection, cascaded across the application_security section and
the getting started page. Adds a Preview banner on gov matching
the pattern used on App Builder.

Preview links (active after the build_preview check completes)

Adds the gov Preview banner at the top of every page under
content/en/security/application_security/ that did not already
get it from the section _index.md, so the banner appears on every
AAP page rather than just the section entry points.

Agree this probably isn't the ideal way to do this; Claude probably makes it easier to make changes like this, but they'll still be tricky to maintain in the future. Approving to unblock if this is how it needs to be done, though.
