Kills two birds with one stone by moving the Upload/Apply/Export/Reanalazye buttons out from the various tabs, into the project's header. This creates more space in the tabbed views, *and* makes it easier to discover the various possible actions. Moves the "Last BOM Import" and "Last Analysis" timestamps out of the "Project Vulnerabilities" metrics widget of the "Overview" tab, into the project's header. Both timestamps are now rendered directly under the project name, and as relative durations (e.g. "Last BOM Import: 42m ago"). The full timestamps are revealed on hover. The various export buttons are collapsed into a single "Export" button, that now opens a modal with type, format, and spec version selector. This allows users to, say, download a VDR in XML format of the CycloneDX spec v1.7. Upload and Download buttons show a spinner until the request they triggered completes.
