Text channel content jumps on hover while members is open on vertical monitors

Describe the bug
If using a vertical monitor with Discord in fullscreen and having the members list open, moving the cursor over the chat causes the scrollbar to show up and makes the content jump.

To Reproduce

1. Put Discord in a vertical fullscreen resolution (I have 1080x1920).
2. Enter a text channel with enough messages to enable the scrollbar.
3. Open the members list.
4. Hover over the chat.

Additional context
This is a CSS issue. It persists on multiple Discord clients (Vesktop and others) and different operating systems (Windows/Linux).
