Adds isolated Windows build configuration for OBS 33, selects the matching OBS buildspec during CMake configuration, and packages the two independently built DLLs into the legacy and native plugin layouts. The filter-instance changes remain in the shared source for both builds. CI must verify the OBS 33 dependency set and archive before this is treated as a release-ready ZIP.
