[Tracking] Fund wallets for the 202608 contract release upgrade

Scope:

• Fund the mainnet wallet:
  • Jennifer's dashboard shows the pricing deficit and the funding needed to cover it before upgrade.
  • Work with @TippyFlitsUK to get more funds as necessary.

Optional follow-ups (tracked separately):

• Strict provider allowlisting: Optional: evaluate strict provider allowlisting for dataset creation #716. Existing full-rate/trickle tiering was implemented in feat: add full-rate and trickle SP testing tiers #682; dealbot funds draining #681 is closed. The follow-up asks whether stricter allowlisting is still wanted.
• Operator-reviewed dataset audit and optional cleanup: Optional: evaluate an operator-reviewed dataset audit and cleanup command #717. Automated cleanup was implemented in feat: add automated SP dataset cleanup jobs #691; the follow-up asks whether a separate manual audit workflow is still wanted.

Note: the optional follow-ups are not blocking for the mainnet upgrade. As long as we sufficiently fund the wallet, the mainnet upgrade can proceed. 2 and 3 are brought up so we don't waste funds and not need to refill as frequently.

Why?
This change is needed as we continue to hit issues with funding of the dealbot wallet due to high cost of operations. We are about to hit funding issue with 202608 release.

Closure review — 2026-09-28

The release-funding requirement is complete:

• 50 USDFC funding recorded on August 28.
• A further 100 USDFC top-up recorded on September 3.
• The 202608 release tracker explicitly marks DealBot wallet funding complete and records the mainnet upgrades as completed. It notes that this was one-off funding to unblock deployment.

The remaining optional proposals have been moved to #716 and #717, each with a decision on whether it is still needed given the implemented tiering and automated cleanup. Existing dataset accumulation and cleanup performance work remains in #605 and #706.

Closing this release-funding tracker does not imply that ongoing funding needs are eliminated or that production cleanup has been verified. Cleanup code is merged, but production execution was not verified in this review; the latest cleanup fixes are included in the still-open release PR #705.
