Datepicker startDayOfTheWeek should be automatically adjusted based on locale #263

• I have checked that this feature does not already exist

Summary

• when we change the adapterLocale, the start day of the week should not be fixed on Monday, but should adjust according to real world accepted start days of week for that supported locale (maybe not ideal - we should go to bullet point 2 directly)
• expose the startDayOfTheWeek as property enduser can control if they so want to change it
• Datepicker startDayOfTheWeek should be automatically adjusted based on locale #263 (comment)
