Re-apply the gocognit complexity-reduction extraction across the integration Go module, removing the temporary //nolint:gocognit // TODO(#2377) markers #2327 leaves on it.
This module has its own go.mod/golangci-lint run separate from the root module, so it can land as one PR or be split further by directory (nwo/token vs token/fungible vs token/interop) if still too large.
