Pushing a version tag that matches Cargo.toml now creates the GitHub Release and uploads amendable archives for Linux (musl), macOS, and Windows so users do not need a local Rust toolchain. Co-authored-by: Fang-Pen Lin <hello@fangpenlin.com>

Today installing
amendablemeans building with Cargo. This adds a GitHub Actions release workflow so anx.y.ztag publishes ready-to-run binaries.What this does
Push a
MAJOR.MINOR.PATCHtag that matchesCargo.toml(and points at a commit onmaster), for examplegit tag 0.1.0 && git push origin 0.1.0. CI then:Tags do not use a
vprefix. PRs that touch.github/workflows/release.ymldry-run the same matrix without uploading.Do not create the GitHub Release in the UI first. The workflow creates it from the tag.
