Adds the new RCU (Réseaux de Chaleur Urbains) GES coefficients table from the ministerial order dated 2026-03-30. The table reseau_chaleur_2025 contains 1086 urban heat networks with updated CO2 content (contenu_co2 and contenu_co2_acv) and renewable energy rates (taux_enr) based on 2024 reference data. The existing year-selection logic in conso.js already handles this: date_arrete_reseau_chaleur=2026-03-30 → anneeDpe=2025 → reseau_chaleur_2025 Closes Open3CL#167
