Translates the new Migrate Workflows page into Spanish and updates the Share Credentials steps on the Spanish User Credentials page, following #904.

build/migrate-workflows.md: new page, translated in full.manage-users/user-credentials.md: updated in place. 1 block changed in the English (the Share Credentials steps), and it needed new text.Translated by Claude Code (Claude Opus 5.5), then checked with
