Pin GitHub Actions to commit SHAs - #493

Pins actions/checkout, actions/setup-node, actions/upload-artifact, github/codeql-action/*, and peter-evans/repository-dispatch to full commit SHAs (with the resolved version as a trailing comment) instead of floating major-version tags, and bumps each to its latest release in the process. SHA-pinning prevents a compromised or force-moved tag from silently changing what code the workflows execute. Co-Authored-By: Claude Sonnet 5 <noreply@anthropic.com>
