Replace leftover proprietary headers in CsvSpawner, ROS2PoseControl and the GeoJSON spawner gems with Apache-2.0 headers, add a root NOTICE listing vendored third-party components, pin CI actions to commit SHAs, and fix gem metadata (origin, URLs, missing ROS2 dependencies).
