The parameter `SkipTrackIDOffsets` is supported by `MergeSimSources` but not by `MergeSimSourcesSBN`.

This PR addresses problems with CI and integration tests in v10_20_09p01. The remaining CI failures seem related to problems in WireCell and are being addressed separately.
