QA currently allows a development branch of Coding Standards, which prevents a fully stable dependency policy for its first tagged release. Require sympress/coding-standards:^1.1, explicitly retain stable minimum stability, and document the 0.1.0 candidate verification and remaining publication steps. Command behavior and the existing PHPUnit 10.5/11.5/13 ranges are unchanged.

Validation on PHP 8.5.9 / Composer 2.10.3:

  • Fresh Packagist-only resolution: 56 stable packages, no path packages, including Coding Standards 1.1.0 and PHPUnit 13.3.6.
  • composer validate --strict passed.
  • composer qa passed strict doctor, coding standards, PHPStan and 15 tests / 68 assertions, with no skipped gates.
  • Composer reported no security vulnerability advisories.

The ignored development lock remains local. PHPUnit 10.5/11.5 were not rerun for this dependency-only change. Tagging, signature verification, Packagist propagation and the consuming Runtime verification remain release steps.
