docs: improve bubble sort docstrings

Fixes #14911

Improves the docstrings for bubble_sort_iterative and bubble_sort_recursive with a short explanation of how Bubble Sort works. The update also adds concise time and space complexity notes while leaving the implementations and doctests unchanged.
