Format entire codebase. Fix two clang-tidy findings: narrowing conversion in PreprocessorCallbacks.cpp, dead store in StableAbiAction.cpp. Config: - .clang-format (LLVM style, 4-space indent) - .clang-tidy (bugprone-* checks) - pyproject.toml (ruff E/F/W/I) CI structure: - lint job: clang-format + ruff (fast, runs in parallel) - build-and-test: clang-tidy after build (--warnings-as-errors) - test-pip: unchanged (no duplicate quality checks)
