CI: authenticate APU PetaLinux fetches with a GitHub App token (2026.2) - #10102

Same change as on master: the 2026.2 branch builds with the same internal PetaLinux 2026.2 (08200038), whose xilinx-mirrors.conf redirects github.com/Xilinx/* fetches to the internal EMU org AMD-AECG-SSW-PUBLIC (SR-988313). xrt_master_2026.2.yml (runs on push to 2026.2) and xrt_ci.yml (PRs into 2026.2) mint a read-only xrt-ci-yocto-fetch installation token and pass it to apu-package. In xrt_ci.yml the token is only minted for trusted collaborators, not for runs allowed by the `build` label. Needs repo secrets EMU_FETCH_APP_ID and EMU_FETCH_APP_PRIVATE_KEY.
