Summary

Require PR titles or descriptions to reference at least one existing GitHub issue or Linear ticket. A Python standard-library verifier calls the GitHub REST and Linear GraphQL APIs, reports issue titles in the Actions logs and run summary, and fails with an explicit reason when no reference is listed or a reference cannot be verified. All listed references must verify; GitHub pull requests do not qualify as issues. This verifies existence and accessibility, not whether the referenced issue actually describes the PR's changes.

Run on PR opened, edited (including title/body changes), and reopened events without triggering on code pushes. Execute trusted base code with read-only GitHub permissions and the existing LINEAR_ACCESS_KEY secret so fork PRs can be checked. No third-party Python dependencies are required. Update the PR template to remove the no-related-issue option. The workflow becomes active after merge into main.

Messages and run summary

The PR check is named Verify referenced issues. These illustrative messages appear in its step logs; failures also produce Actions error annotations. They are not posted as PR comments.

Case Check result Example message
No reference listed Failed Failed: no issue listed. Add a GitHub issue (#123, owner/repo#123, or an issue URL) or Linear ticket (TEAM-123 or a Linear issue URL) to the PR title or description.
Reference listed but missing or inaccessible Failed Failed: issue listed ai-dynamo/dynamo#123 does not exist or is not accessible
Reference verified Passed Found: ai-dynamo/dynamo#123 — Fix router timeout

The Actions run summary shows a Reference / Result / Title or reason table and a count such as Passed: 1 of 1 referenced issues verified. Authentication, rate limiting, network, and API errors produce distinct "could not be verified" reasons rather than asserting that the issue does not exist.

Supported formats

Identifiers and URLs are matched case-insensitively in either the PR title or description.

Tracker Identifiers URLs
GitHub #123, GH-123, owner/repo#123 https://github.com/owner/repo/issues/123
Linear DYN-123, DIS-123, other team identifiers https://linear.app/workspace/issue/DYN-123/ticket-title

For example, gh-123 and gH-123 both resolve as GitHub references; dyn-123 and dYn-123 resolve as the same Linear ticket. Mixed-case URL schemes, hosts, paths, and identifiers are accepted. GitHub owner/repository names are normalized to lowercase, and Linear identifiers to uppercase before lookup. Duplicates, including case variants and URL/identifier forms of the same issue, are checked once. Hidden HTML comments and unrelated URLs do not satisfy the requirement.

Validation

  • All 18 tests passed with warnings treated as errors: PYTHONPATH=.github/scripts python3 -W error -m unittest discover -s .github/scripts/tests -v.
  • Tests cover both trackers, case-insensitive identifiers/URLs, normalized API requests, deduplication, missing/inaccessible issues, API/authentication failures, PR-versus-issue distinction, template comments, summary escaping, request limits, timeout/redirect handling, error annotations, and runner-event loading.
  • Python compilation, Actionlint v1.7.12 for the workflow, and changed-file pre-commit hooks passed.
  • The repository-wide pytest-marker-report hook is skipped after diagnosing unrelated collection errors, including the local dynamo._core extension missing AisPerfConfig.
  • Git diff whitespace checks passed.
  • Confirmed the repository has a LINEAR_ACCESS_KEY secret. Live Linear lookup has not been exercised; API behavior is covered with mocks.

A tracking issue has not yet been supplied for this draft. The references above are illustrative examples.

Resolves OPS-8745

Summary by CodeRabbit

  • New Features
    • Pull requests now need at least one valid, accessible GitHub issue or Linear ticket referenced in the title or description.
    • References are checked automatically when a pull request is opened, edited, or reopened. The check reports the referenced issue or ticket titles and flags missing, invalid, or inaccessible references.
    • Linear ticket IDs and issue URLs are accepted.

Walkthrough

The pull request adds a verifier for GitHub issue and Linear ticket references. A GitHub Actions workflow runs it on pull request open, edit, and reopen events. The pull request template now requires a valid reference.

Changes

PR issue-reference verification

Layer / File(s) Summary
Reference extraction and lookup
.github/scripts/verify_pr_issues.py
The verifier extracts and deduplicates supported GitHub and Linear references. It looks up each reference through the corresponding API and handles request errors.
Verification and reporting
.github/scripts/verify_pr_issues.py, .github/scripts/tests/test_verify_pr_issues.py
The verifier checks references in the pull request title and body, writes GitHub Actions annotations and a job summary, and returns a status code. Tests cover parsing, lookups, errors, limits, escaping, and runner environment data.
Pull request requirements and workflow
.github/pull_request_template.md, .github/workflows/pr-issue-reference.yml
The template requires an existing GitHub issue or Linear ticket. The workflow runs verification on pull request open, edit, and reopen events. It checks out the trusted base revision and passes the required credentials to the verifier.

Restrict bare Linear identifiers to configured team keys.

The regex also matches hyphenated prose and text in code spans or fenced blocks. If a match is not an accessible Linear issue, verify() fails even when the PR lists a valid issue. Text in HTML comments and unrelated URLs is removed, and a match that resolves to a real issue succeeds, so this is not true of every occurrence.

Configure LINEAR_TEAM_KEYS with all supported team keys. Keep Linear URL references outside the filter so valid URLs from any team are still checked. Do not use DYN,DIS as the default list; the repository does not define those as exhaustive.

[P2] A word such as LLAMA-3, SHA-256, or GLM-5 fails the check, verify_pr_issues.py:72. Of 183 recent PRs that cite a resolvable issue or ticket, 16 hold such a word, and 7 fail for that reason alone. Please limit bare IDs to known team keys, as this comment asks.

Measured at d111ced on 500 real PRs.

I used the same sample and method as in my comment on line 118: the last 200 merged PRs and 300 open PRs.

  • The 16 PRs hold the 15 words below. Linear finds no issue for any of them.

@dmitry-tokarev-nv Thanks for the measurements and guidance. The supplied regex matches those words as Linear identifiers. Restricting bare identifiers to configured team keys addresses this false-positive failure.

  • Restrict bare Linear identifiers to LINEAR_TEAM_KEYS.
  • Keep explicit Linear URLs outside that filter.
  • Pass the configuration through the workflow and add regression tests.

Learning: In ai-dynamo/dynamo, `.github/scripts/verify_pr_issues.py` must restrict bare Linear ticket identifiers to explicitly configured, complete team keys rather than treating every alphanumeric hyphen-number token as a ticket. Ordinary PR text includes non-ticket tokens such as LLAMA-3, SHA-256, and GLM-5. Explicit Linear issue URLs must remain eligible for verification regardless of the bare-identifier team filter. Do not assume DYN and DIS form an exhaustive team list.

COMMENT. I read d111ced9c6e3810b86a3705f3ad0cd523bd58986, and I withhold approval. 3 P2 and 3 P3 findings are open, and the bar allows at most 5 P2 and P3 findings together.

  • [P2] The workflow passes the release pipeline key, but the comment calls it a personal API key, pr-issue-reference.yml:36 (inline).
  • [P2] A PR that names another PR by number fails the check, verify_pr_issues.py:118 (inline).
  • [P2] A word such as LLAMA-3 fails the check, verify_pr_issues.py:72 (my reply on the CodeRabbit thread).
  • [P3] The result does not follow a push, because the workflow has no synchronize trigger, pr-issue-reference.yml:8. Please add the trigger, or state that the check stays advisory.
  • [P3] No CI job runs .github/scripts/tests/test_verify_pr_issues.py, and no test covers the lookbehinds at verify_pr_issues.py:62 and :69. Please run the tests in a pull_request job, and add a case for each lookbehind.
  • [P3] The contribution guide still says that small changes can skip an issue, docs/fern/pages/community/contributing/contribution-flow.mdx:14 and :60. Please update it together with the template.
  • Open item, not graded: #14141 adds a similar check and edits the same template. Please say which PR goes ahead.
Evidence for the P3 findings and the open item.
  • Push: on PR #14820, the pr_reminder check comes from a pull_request_target workflow that runs on opened only. That check is on the first head 0a25958eae and missing on the last head b2feaee5f1. The label and Validate PR title and add label checks also run on synchronize, and they are on both heads.
  • Tests: no workflow, action, or pre-commit hook names the test file, and .dockerignore keeps .github/scripts/* out of the images except three files. The 18 tests pass on Python 3.12.9, 3.13.15, and 3.14.7. Of 14 mutants of the parser and of verify(), 12 fail a test. The 2 mutants that pass all 18 tests remove a lookbehind. Without the lookbehind at line 62, the parser reads tests/a/b#1 as a/b#1. Without the lookbehind at line 69, it reads PR#123 as ai-dynamo/dynamo#123.
  • Docs: contribution-flow.mdx:14 says Small, focused changes can usually go directly to a pull request. Line 60 says Link the approved issue when one exists. AGENTS.md:233 names only Summary and Validation for a PR description.
  • #14141: git merge-tree --write-tree of d111ced9c6 and 7c54caca18 conflicts in .github/pull_request_template.md in both orders. If both PRs merge, two checks with different rules run on most PRs into main.

[P2] This step passes the Linear release pipeline key, but the comment calls it a personal API key, pr-issue-reference.yml:36. No live lookup ran with it, so nothing shows that a Linear reference can pass. Please use a dedicated read-only key, and run one live lookup before merge.

The secret is the key of a Linear release pipeline.
  • linear-release.yml:85 and release.yml:2196 pass secrets.LINEAR_ACCESS_KEY as access_key to linear/linear-release-action@c0cb8354a362c24c6d3e0948f37fd66d07588e3f.
  • The action.yml of that action describes access_key as "Linear pipeline access key for authentication".
  • The Linear Release CLI sends only *ByAccessKey operations with this key, for example releaseSyncByAccessKey. It sends no issue query.
  • Linear Release Sync run 37211943386 used this secret on 2026-10-04, and its sync step succeeded.
  • The Linear documentation for releases says that you cannot use a personal API key in place of a pipeline access key.
  • The PR description says: "Live Linear lookup has not been exercised".

[P2] A PR that names another PR by number fails the check, verify_pr_issues.py:118. Of 75 recent merged PRs that cite a valid issue or ticket, 43 fail for this reason. Please skip a #N that is a pull request, as line 60 drops pull URLs.

Measured on 500 real PRs, with an end-to-end control.

I ran verify() from this head over the title and body of the last 200 merged PRs and 300 open PRs. The GitHub answers came from the REST issues endpoint. For Linear, I counted only the prefixes DIS, DYN, OPS, AIC, and DGH as found.

PRs cite a resolvable issue or ticket fail anyway a PR number is one cause a PR number is the only cause
200 merged 75 47 43 38
300 open 108 51 47 40
