Release 4.0.3: bumps the version in package.json and manifest.json and adds its changelog section.

Review: check the changelog wording. Several bullets have no PR number because those commits went straight to main.

Testing: CI, including the Edge e2e suite that only runs on release/ branches. Merging tags v4.0.3 and creates the GitHub Release.
