Summary

Add a manual ATR distribution workflow to the existing release guide. Keep the original Maven/Nexus preparation, SVN upload, verification, voting and publication instructions in their original order, with short notes identifying which steps apply to each route.

The ATR section covers release-manager designation, matching draft versions, local signing, browser or SSH/rsync uploads, retrying interrupted uploads, downloading and verifying candidates, and voting/publication through ATR. It uses the existing release archives and requires no ATR Maven plugin or companion SeaTunnel profile.

Correct the Maven settings path from ~/.m2/setting.xml to ~/.m2/settings.xml.

Validation

• Compared the PR base and final guide: all 36 original fenced command, configuration and example blocks are unchanged and remain in the same order.
• Preserved the existing section order and legacy SVN upload anchor; renamed the SVN section to match the ATR workflow heading.
• MDX syntax compilation and internal section-link checks passed.
• git diff --check passed.
• No build, signing, upload or deployment command was executed.
