Feature: Allow image uploads for static pages #2433

Summary

Allow users to upload images through the GUI and reference them from static pages, so users don't have to commit image files by hand or host images elsewhere (requiring CSP policies to be updated to allow rendering of images).

Problem

Right now, adding an image to a static page requires one of these workarounds:

• Committing the image to the repo manually (requires redeploy)
• Hosting it on a third-party service and linking externally (requires updates to CSP directives)

Proposed Solution

Add an image upload capability that:

1. Lets Admin users to upload images for use in static pages
2. Validates and stores the image in a predictable location (e.g. /uploads)
3. Returns a stable URL/path that can be inserted into the static page
4. Lists previously uploaded images so they can be reused
