Replace floating version tags (@v4, @v5, @v1) with the full commit SHA each currently resolves to, keeping the version as a trailing comment. This is the standard GitHub Actions supply-chain hardening practice and requires no version change. Add .github/dependabot.yml so Dependabot tracks and PRs updates for the now SHA-pinned actions going forward. Co-Authored-By: Claude Sonnet 5 <noreply@anthropic.com>
