chore(release): align platform v2.3.0 with agent-controller v2.3.1 - #1821
RELEASE-v2.3.0.md: compatibility section and upgrade notes updated for 2.3.1
v2.3.1 is a patch on v2.3.0: optional holderDidUrl/bindingPolicy fields on POST /openid4vc/holder/request-credential, Credo 0.7.0 -> 0.7.4 (no storage migration), and runtime Dependabot fixes. No platform code change is needed; the platform does not call the holder endpoints.
Not yet done: compose smoke test against v2.3.1 (planned using the rc.2 images).
