The front-end and backend teams need a pipeline(s) setup so that code meets certain standards (linting, testing, code review, approval), and that the code can be deployed to a publicly accessible environment.

We do not have a lot of money, so if we can use free solutions, that would almost certainly be preferred at this point.

How do we create a secure system given that we're working in a public environment
Acceptance Criteria
The front-end and backend team can each safely create pull requests, and if those pull requests pass the CI/CD requirements, the pull request is manually merged, triggering new deployments to the development environments.
