Add a `claude plugin eval` suite under plugins/epilot-core/evals/ with five routing and language cases, graders, and fixed mocks for the epilot MCP so runs never touch a live organization. Move the manual language and routing checklist into evals/README.md so it stays the script for Codex and ChatGPT while Claude Code runs the same cases automatically. Point README, RELEASING, and CONTRIBUTING at the new location.
