Create tool to delete all committee account data on the load test mirror site that is faster than replacing the database.

Note: this must be a restricted_command so that it cannot be run on PROD. Additional safeguards to only allow this running on the load test site if it’s an easy win (like adding a required environment variable for it to be run)

    • Creating backup administrator, adding it to committees? Will need to delete it at the end as well….unless you want to add yourself to be able to check the data when [login.gov|http://login.gov/] is turned back on?
