Scrolling/Mobile Improvements

Changed how scrolling works to be more dynamic and reliable instead of setting fixed values.

Now scrolling should be much more consistent.

• Scrolling to a category should now scroll to the same position every time on mobile, PC, and any screen size
• Scroll position will also stay consistent when resizing the screen
• Fixed some scrolling problems with the sidebar on mobile
• Removed Smooth Scrolling so scrolling would be more reliable
