this generally updates the repo structure:

• uses dynamic versioning with hatch-vcs
• drops python 3.9, adds python 3.14
• adds lower bounds to all deps
• tests with --resolution lowest-direct as well as highest in CI
• runs linting to autoupdate typing and syntax for python 3.10 +
