Make mypy-docs pass and add it to CI + env_list - #1422

A small update to the `list_groups_noapp_with_storage` example to check some `None`-values makes mypy finally pass on the docs tree. It is now added to the CI test matrix and the local default matrix (the env_list in tox). As this is the final step towards enforcement, at this point we can introduce a changelog for the new docs policy that this encodes.
