Description
A small change to make a Schulcloud developer's life a little easier by removing the login delay of 15 seconds when the username or password on a dev system is entered incorrectly in the UI. This required a tiny server and client change - see linked PR's below.

Changes the login delay to zero seconds in the event of an incorrect username/password combination in local dev setups only.
