Addresses issue #1411.
Use
CLI_DELAYas the fallback whenDELAYis unset in the chaincode retry loops intest-network/scripts/ccutils.sh. This prevents the shell from invokingsleepwithout an operand while preserving any explicitly suppliedDELAYvalue.Additional details
The change updates retry sleeps and matching log messages in the shared helper script.
