The coordinated verifier candidate needs the executable signed Work conformance corpus at this exact source revision. This review also preserves the contained issuer co-signature posture; it does not change the immutable v1.24.0 release tag.

Source: 78f67030a81d202b5e10dcc56dd1e7ce683dba80.

Existing local corpus parity and coordinated qualification are preserved. Required repository-integrity CI must qualify this review independently. No new local test run is claimed.

Owner-authorized Stage 1 review only: no merge, tag, release, publication, deployment, production change or customer/provider effect. Stop on a failed required check or any required source change. No automatic merge is requested.

Summary by CodeRabbit

  • Documentation
    • Clarified that the co-signature contract describes evidence only and that issuer authority does not support co-signatures.
    • Added guidance for validating the Permit-to-Work test packs and interpreting expected rejection results.
  • Tests
    • Updated Permit-to-Work test vectors with signed, reproducible examples, including a valid pack and eight negative cases.
    • Added automated checks to verify the test artifacts and their recorded integrity hashes.

The public evidence-verification contract does not imply that hosted Keel accepts WebAuthn co-signature issuance. Clarify current unsupported issuer behavior without changing the protocol vectors.

Review in Change Stack →

📝 Walkthrough

The change generates signed Permit Work test vectors and negative packs, adds a command to check generated artifacts, and runs that check in CI. It also updates the artifact manifest and documents the test corpus and co-signature contract.

Changes: Permit Work test vectors

Layer / File(s) Summary
Build signed Permit evidence
requirements.txt, tools/refresh_permit_to_work_vector_artifacts.py
The script uses RFC 8785 canonical JSON and fixed Ed25519 keys to create semantic bindings, Permit v6 evidence, and signed scope commitments.
Assemble valid and negative packs
tools/refresh_permit_to_work_vector_artifacts.py
The generator assembles the corpus and signed key manifest, refreshes valid cases, and applies mutations to copied packs. It re-authenticates selected negative packs.
Check and document generated artifacts
tools/refresh_permit_to_work_vector_artifacts.py, .github/workflows/ci.yml, artifact-manifests/permit-to-x-v1.json, test-vectors/permit_to_work/v1/README.md, README.md
The script checks generated corpus bytes and the manifest digest. CI runs the check. The documentation describes the corpus, regeneration command, and co-signature contract.

Priority: ➖ Normal

Estimated code review effort: 4 (Complex) | ~45 minutes

Change: Other

Merge Risk: 🔵 Low · up to 78f67

The signed negative test packs generated by this change are not validated by the checker, so a broken signed pack would not be caught in CI. This does not affect production behavior. It is acceptable to merge with follow-up work to cover the gap.

Make negative-vector validation consume the generated signed pack.

validate_work_contract applies each mutation to mutated["valid"], then work_failure_code rebuilds a pack with assemble_pack(mutated). It never reads mutation["pack"], so the generator's authenticate(negative) result does not affect CI. The checker still tests the expected failure codes, but it does not test the generated signed negative packs or their re-authentication.

Update the checker to evaluate mutation["pack"] through the failure path so the signed corpus is covered.
