ci: update to liblsl v1.18.0.b3 - #118

- Bump LSL_RELEASE_URL in both workflows to the v1.18.0.b3 release. - macOS CI: stop hard-coding PYLSL_LIB to the Homebrew lsl.framework path. The tap is moving to a plain dylib; pylsl's own discovery handles both layouts, so let CI exercise it and print library_info() before pytest.

Test plan
Verified locally on macOS arm64 with the b3 assets, full pytest (23 passed, 1 expected skip) for each of:
Windows zip and Linux deb/tar.gz layouts are unchanged from b2.
Stacked on #116 (which is stacked on #115).
