Implements a new device extension-value command to retrieve and display Subscriber Apps PPPoE IA statistics (counters) via the Extension gRPC API, and bumps the CLI version.
Changes:

voltctlversion to1.11.16. - Add
device getextval sub_apps_statscommand wired toGetSubscriberAppsStatisticsRequest(currently supporting PPPoE IA only). - Introduce a default output format for PPPoE IA subscriber-app stats.
