editorial: encrypted_response_enc_values_supported not listed in 11.1 client metadata section

encrypted_response_enc_values_supported is currently only listed in 5.1 new parameters but since it is client metadata, we should also list it / reference it in section 11.1 where we define additional client metadata introduced by VP.
