Home page "Join us on Discord" button navigates to the dashboard home page instead of Discord #364

What happens

On the dashboard home page, the Join the community card offers three actions: Visit on Github, Good first issues, and Join us on Discord. The first two open the right pages. The third navigates the user back to the dashboard home page.

Why

packages/app/src/components/home/CommunityCard.tsx declares the action with an empty target:

Backstage's Link resolves to="" against the app root, so the rendered anchor is href="/". It is enabled, focusable, and styled identically to the two working actions beside it, so there is nothing to distinguish it until it is clicked.

There is a second, quieter symptom. Because the resolved target is internal rather than external, this is the only action on the card that does not get Backstage's target="_blank" and its visually hidden ", Opens in a new window" suffix. A screen-reader user is therefore told that the two working links leave the app and told nothing about the broken one, so the card gives no hint that it behaves differently.

Expected

The action should point at the Radius Discord, as SupportCard's Ask a Question already does (https://discord.com/channels/1113519723347456110/1115302284356767814), or at the public invite URL if that is the intended destination.

CC-05 in packages/app/src/components/home/CommunityCard.test.tsx, added by the Phase 1 work of the dashboard test plan (docs/design/2026-09-dashboard-plugin-test-plan.md). It is tagged KNOWN-DEFECT and asserts the current behaviour (href="/", no target="_blank"), so it is expected to fail when this is fixed — that failure is the signal the fix landed. CC-06 also records the missing "Opens in a new window" hint.
