Cut tag builds over to GoReleaser #12819

Scope

Replace tag-path CLI, image, checksum, and GitHub Release jobs with one GoReleaser release job. Publish immutable full-version outputs, stage a draft release from prepared notes, and promote channel and latest aliases only from verified immutable outputs after the initial publication gate succeeds. Remove superseded tag jobs and the main-branch latest shim.

Acceptance criteria

  • Phase 7 has observed a full RC-plus-final cycle with no unexplained parity differences.
  • The first production GoReleaser release matches the parity manifest.
  • Installation verification passes against the published release.
  • latest points only to the newest stable release; main builds publish only edge.
  • Superseded tag-build jobs and single-use Make targets are removed.
  • The implementation PR is linked and merged.

    Current implementation and remaining work

    Implemented: #12760 added the advisory GoReleaser shadow path. The v0.61 RC run and final run both completed the shadow release and parity verification jobs, satisfying the observational prerequisite.

    Remaining: production tag builds still use the legacy CLI, image, Helm, and release jobs. The GoReleaser production cutover, first-release parity and installation verification, stable-only latest/main-only edge policy, and removal of superseded jobs and Make targets remain unmerged; the linked implementation #12828 is still open.
