Fix Phase 5/6 epic review blockers

Summary

Follow-up implementation for the merge-blocking findings reported on #386. This PR targets the epic branch and does not merge the epic to develop.

Fixes

• Reject stale async ICLabel results when the shared GUI/console session changes.
• Make the docs and exporter workflows install the correct ICLabel runtime dependencies.
• Retry failed ONNX Runtime Web session initialization.
• Reuse production ICLabel input/output transforms in parity and quantization tooling.
• Add packaged-runtime coverage, browser retry coverage, and CI regeneration checks for the selected quantized artifact.
• Extract the browser model from the built wheel and verify the installed wheel payload in release smoke tests.

Verification

• 170 focused tests passed, 2 expected skips.
• Required pre-commit checks passed.
• Changed production modules pass ty with the project environment.
• Wheel payload and ICLabel model SHA-256 were verified locally.
