Rename the changelog's Unreleased section to 0.4.0 (2026-09-24) with a parity summary, and set the version to 0.4.0.dev0 with sync_version.py so the release chain tags 0.4.0.

.rules/changelog.md. It is a minor release: default fits change on every backend (epic #324), and some savedshare_compsmodels need a refit.## Unreleasedbecomes## 0.4.0 - 2026-09-24, with a one-sentence parity summary at the top.0.4.0.dev0, set withscripts/sync_version.py sync 0.4.0.dev0inpyproject.toml,CITATION.cffand.zenodo.json, followed byuv lock. When dev merges into main,auto-tag.ymlstrips.devNand tagsv0.4.0.scripts/changelog_section.py 0.4.0 --checkpasses, as do the changelog tests.After this merges, the release PR from dev into main follows.
